The Jammu and Kashmir police on Monday claimed to have busted a sleeper cell of banned militant organisation Hizbul Mujahideen following the arrest of a non-resident physiotherapist working in the United Kingdom (UK).

The doctor was detained by the state police with his relatives on way to the Srinagar airport on Sunday for alleged militant links.

Baba from Budgam's Chadoora village settled in the United Kingdom since 2006 was picked up for his alleged links with a "militant module in the valley and a hawala transaction." On Monday, however, police claimed to have established his link with a militant module in central Kashmir.

According to Inspector General Kashmir Range Javeed Gilani, the module was involved in manufacturing and planting IED devices in the Valley, especially Srinagar city.

According to police, Baba alias Zaid-bin Tariq, son of Ghulam Qadir Baba of Chadoora, Budgam was heading the module.

Police say Mohammad Shaheen Baba was working in UK as a physiotherapist and residing in London since 2006.

"He married an American National of Pakistani origin. He visited Pakistan, where he got in touch with HM commanders and on their directions established the sleeper cell,'' said a Srinagar-based spokesman.

"He was intouch with militants in Pakistan since 2013 and visited Kashmir many times in the past two years," said Gilani.

Police, however, say Baba was not involved in any terrorist activity in UK. "He was arrested following investigation in the state,'' he added.

Police spokesman said one Chinese Pistol with Magazine, 25 live rounds, incriminating documents and a mobile phone was recovered from the cell members,'' said the spokesman.

The other members of the group have been identified as Mudasir Ahmad Baba alias Auranzaib, Basharat Hussain Baba, Uqab Ahmad Wazir and Manzoor Ahmad.

Police said further investigations are going on which may lead to more arrests.

**UK discusses use of pellet guns in Kashmir with India


The British government has taken up the issue of using pellet guns in Kashmir with India, Pakistan media reports said on Sunday.

According to Radio Pakistan, Baroness Anelay of St John’s, the Foreign and Commonwealth Office (FCO) stated this while responding to a number of written questions submitted by member House of Lords Lord Nazir Ahmed.

“Baroness Anelay said that the Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, Alok Sharma discussed the use of pellet guns and alternative methods of crowd control in Kashmir with the Indian government’s representatives in October,” the report said.

She said: “We engage with India on human rights matters and will continue to work collaboratively on the promotion and protection of human rights.”
